In my opinion CDs should be a last resort, used only when there's just a dot or two left and no takers to play it out. Others obviously feel differently. But Darryl's suggestion to call a game a DIA

Thanks to Ian for pointing out that I misspoke below. Turkey DID lose a unit through the year so they do NOT owe a removal even if BLA retreats to Ank or Arm.
