I apologise for not getting the results out any sooner. Yesterday I got home too late.
I discovered an embarrassing bug in the RW module. Somehow the unit location for Rome (ec) happens to be in Venetia. Changing the module midstream in a game can corrupt saves, so me alterting you to the fact that Italy's fleet seemingly located in Venetia actually happens to be in Rome (ec).
As for the rejected draw proposal, note that Britain, Germany and Turkey still had a vote. Anyway, with the Duce and the General Secretary at 15 and 16 SCs respectively, a solo is a distinct possibility.
