DC223 - 1903 Winter adjustments - CORRECTION - bielf11   (Jan 24, 2009, 8:08 pm)
I made a mistake with Russia's build.
Attached files contain the correct version. Will also update DC website.

Winter 1903: again no orders from Austria. It seems that its ruler has vanished.
Leaves me the choice of finding a new one or wait one more season to see whether its ruler resurfaces.
With only one unit left, small chance that a new ruler will stand up. More likely the country will go in Civil Disorder in Spring.
What a shameful end for such a once powerful country.

Fall 1903: NMR from Austria. What is going on at the Austrian court?
Has the Emperor gone missing? Or has chaos taken over?
No orders thus means the end for Vienna. Austria keeps it just one SC, and only because the Italians and the Turks cancel out eachother's attack on Greece. Some have suggested Austria must have played both Powers to pull this off.
But let's take a look at the French: at first it seems that they have their act together but a closer examination of their orders leaves analysts wondering. Why support Belgium if it was ordered to move? And why the support from Italy for the army in Burgundy moving to Munich if it is Ruhr that was ordered to attack Munich with the support from Burgundy? Perhaps it's just a language thing, in which case the Flemish in Belgium must have misunderstood.
Now take Germany: with no support against the French or the Italians he has only the cleverness of his Kommandanten. And they have given an exceptional strong set of orders. It is his luck though that the French/Italian combination didn't work out as expected or else Munich would have been lost.
The English, Germans and Russians are also engaged in fights over Norway, Sweden and the North Sea. Interestingly, Russia's attack on Norway bounces with Sweden's move to Norway, and as a result Denmark bounces with Sweden. Just imagine what would have happened had Russia not attacked Norway. I bet the English have send the Russians a Thank-You note.

THE END FOR RUSSIA?

Russian expansionism came to an abrupt halt in the Spring as British forces continue to make advances in the North. A tactical error led to an easy ride for the Royal Navy as they steamed straight into Stokholm without resistance, German soldiers stationed in Denmark looking on. From a strategic point of view, Sweden is now in British hands, but only time will tell whether a full occupation by land forces would be welcomed by the population.

Meanwhile, after some small skirmishes with British patrols, the sole Russian fleet serving to protect the waters of the North entered the North sea. It's commander, comrade Vladimir Sandski, is thought to be under renewed pressure to take territory back from the British, to justify its existance. Certainly to be in control of the North sea should make this a possibility, and it may be thought prudent to make an ambitious stab at a port in Britain itself; striking while the Iron is hot, as it were. The British Home-Gaurd are waiting...

But concerns among the ranks stem mainly from lack of supplies and support available to Russian forces since the loss of Sweden. A succesful move in the South could see Russia in control of Budapet this Fall, if the battle weary soldiers are able to hold back resurgent attempts to regain the territory, and so this would go some way in boosting the supply chain to frontline operations. But this fall also sees Austrian troops on the Polish border ready to move on Warsaw at a moments notice - and there would be nothing the Tzar could do about it.

It would appear that military cut-backs will have to be made, but with the Russian border defence stretched to its limit - were are the shortcomings to be felt?

For some a struggle to survive and for others new opportunities to expand.

Dear players,

never before have I mastered a Dip game where so many players have been late in submitting their orders.
And that for a standard game where we've only just landed in Summer 1903.
Mind that some players have been very timely with their orders (thank you). But those that haven't make it annoying for the others (and for me, the GM).

From the start of the game I have explained what you to expect: like only one major season per week, with minor seasons usually within 24 hrs after a major season.
So far I have been very lenient, but today I have had to make the first harsh decision. And I didn't like it at all.
But I also don't want this to continue so I want to ask you all to keep those deadlines in mind.
Send in prelims so you have at least something when the deadline hits.
And if you haven't received my confirmation of receiving your orders, then assume I did not receive and resend them. Usually I confirm receipt within 4 hours, but it s always best not to wait until the last moment.
I may send out reminders that we're nearing the deadline but haven't received any doesn't mean the deadline will be pushed back.

Check my House rules again if you're not familiar with them.

Austrian forces seem to have a misunderstanding with the Italians and their army in Budapest is forced to retreat.
Turkey sees its move to Greece fail and the Russian army in STP trying to take Norway is beaten to it by the English.

DC223 - delays - bielf11   (Jan 03, 2009, 9:50 pm)
I'm really sorry I haven't been able to get the W1902 adjustments out yet.
Nothing like me to have such long delays.
Reason is that I still haven't received any Winter 1902 orders for Italy, who is entitled to 2 builds.
Since waiving these 2 builds at this stage in the game has such a huge impact, I'd rather replace the ITA player.
But since so many of us have a very different schedule because of the Xmas and NY holiday period, I'm waiting until Monday Jan 5 at the latest.
If I haven't heard from Simon then, I will start looking for a replacement.

Until then, please accept my apologies for the long delay.

Our Black Sea correspondent Uri Naal writes:

Great rifts between The Powers threaten to tear this region apart as the new Year was marked with small outbreaks of fighting around the Balkans. Hungarian troops were involved in a small skirmish against Russian scouts in Galacia prompting strong words of defiance from both governments, each blaming the other for their casualties. Elsewhere, an increased Russian naval presence was reported in the Black Sea by the Rumanian military. Turkey has made public it's threat of retaliation at Russian probes into it's Black Sea waters, to which Czar Nicholas II made similar accusations in reply.

Tensions are certainly rising high among the people, yet there remain sceptics that suggest that all this is being staged in order to avoid the wide-spread panic that might ensue if military alliances were publicly known. Certainly, from my personal experience, I have seen nothing of the casualties each of these great powers claims to have had. The guns appear silent.

Political tension in Europe has caused many of its smaller nations to improve ties with their more powerful neighbours. The Turkish Army rolls through Bulgaria welcomed by friendly smiles and warm welcomes, the Kaiser's troops are paraded through the streets of Amsterdam, while the Navies of the remaining great Powers are sailing for foreign ports into which they shall be welcomed for the relative safety they bring.

The world looks to the historic Powers of Europe for leadership and strength. But for how long can war be avoided?

First deadline, for Spring 1901, is set to Monday, Dec 1 at 23:00 GMT (my default deadline time). I will send out the adjudication the same day.
Since that usually has few surprises I'd like to schedule Fall 1901 to Thursday, Dec 4 at 23:00 GMT.
Winter 1901 will then follow on Saturday Dec 6 at 23:00 GMT.
Unless I receive any objections, I will assume everyone agrees with these deadlines for 1901.
Spring 1902 I will set to Tuesday again, Dec 9 at 23:00 GMT and from then onwards there will be only one major season (Fall, Spring) each week.
Retreats I usually expect within 24 hrs after adjudication.
When I receive orders I consider them Final unless it is clearly stated in the subject that these are Prelims. With that I may adjudicate before the deadline if I have all Final orders in. Usually I will send a confirmation of your order within 24 hrs. If you haven't received my confirmation, assume the order wasn't received and resend.

As you will see I always include in my adjudication a GIF file of the map and a DPY file for those of you that like to use RealPolitik.
Right after I have sent out my adjudication to all of you I will also aim to update the DC website.

I'd encourage you to use role-play in your messages to other players and would welcome white and grey press.
Grey press of course should always be posted through me.
When role-playing always make it clear that it is your character talking (by signing with your character name), and not you as a player.

DC223 - Spring 1901 Adjudication - bielf11   (Dec 01, 2008, 6:30 pm)
Spring 1901: a rather uneventful season for most Powers. It seems that the Powers of Austria and Turkey had expansion plans that equalled those of Russia. With a stand-off in the Black Sea and Galicia as a result. Or were these more than just chance encounters? We'll know real soon.
