First:
Russia retreats RUM to UKR and SWE OTB.

Second - a player will be gone from July 8 thru July 17 so the plan
is to have Spring 05 due July 3, retreats due the 4th with latitude
given intil July 7 due to the American holiday. Fall 05 will be due
sometime around July 22 or so to allow some time for the return
from vacation and some dip time.

Adjustments are:

Build F London
Build A Liverpool

France:
Remove F Norwegian Sea

Germany:
Build F Kiel

Italy:
Build F Naples

Russia:
Remove F Sevastopol

Turkey:
Build A Constantinople
