Doesn't Australia have the option of retreating the army from per (in which case there would be no build)?  Or did he already indicate that he would disband?

DC437 Deadline for Fall 2004 is 27 Jan 2013 @2400... - hapolley   (Jan 23, 2013, 5:15 pm)
Missing only one set of orders, as everyone, including GM, was late getting it together;the deadline will be extended to 27 Jan 2013.  Then we will be back on our regular systemand missing orders will result in NMR. The player with missing orders will get anotheremail from me.   Two Week Deadlines:

I am Back and Windows 8 works well once you accept the idea that the tiles are your start menu.
Lots of interesting Apps including a take off of Easynoter instead of Notepad.
Old notepad and Wordpad still exist on Desktop.

No Dislodgements so we move along to Fall Turn!

    Japan continues to control large tracks of the Pacific.
    USoA has lost all her over-sea territories and is Off The
Board!
    Note Rule 6 violation attempted:
Please note that larger landmasses like New Zealand (wni, wel, chc, sou),
Australia (per, noa, tow, cai, bri, syd, ade), Tasmania (hob), Celebes(cel),
the island of New Guinea (jay and pmo),
the Philippines (man,ceb, dav) and Borneo (mal, sam) can't be reached
or left by 'hopping armies' from/to neighbouring island chains.
Fleets can't convoy while they occupy such a space.

We will be setting the Spring deadline for sometime in New year.
No point in chasing after moves during Xmas and New Year!

    I would advise Players to send in [a Standing Build Set]
that way a missed deadline will not cost you units.

Yes!  Rules do not state so, Adjudicator allows this, so it can be done! Support to destination of action must be possible, not start of action.

Yes!  The rules do not answer this question, my adjudicator does not stop this from happening, so it is allowed!

I find players miss more deadlines when they are longer than above because they become bored or forget about the game because they put off getting in Orders. The above is not too long not too short.
If to that you were to add my auto-retreats and Civil Disorder moves then you have a fast pace interesting game. 
Make use of the following form and you will find keeping up with deadlines is easy!

Can an army Island hop through a sea space where an opposing fleet sits? YES! The rules do not forbid it and my adjudicator would require routines I do not wish to write to prevent same!
 
I was going to put in a couple of conditional retreats, but then I remembered that armies can't retreat over water.  And now that I examine that more closely, this variant continues to get more interesting.  Warren
 
I have always thought variants like this and my Cold War are more fun to play than regular Diplomacy, there is a learning curve though which discourages most players.
