Doesn't Australia have the option of retreating the army from per (in which case there would be no build)? Or did he already indicate that he would disband?

[YES there is a Century change from 1900 to 2000]
I did this because Diplomaticcorp.com used 2000 for game start.
    Indonesia, Japan, heading Australia's way?
    Japan takes Wak!
New Zealand and France sphere of influence colliding
and France loses a unit!
Japan continues to control large tracks of the Pacific but
does not get a build.
