So too could minor variations in one part of the board affect play across the board. The Captain of Watch asesses the board for all possible impacts - both immediate and long-term.

Folks, The deadline is supposed to be in half an hour, and I'm still missing two sets of adjustments. I don't want to have to push this game until Monday, so please get those builds/disbands in immediately.
