So too could minor variations in one part of the board affect play across the board. The Captain of Watch asesses the board for all possible impacts - both immediate and long-term.

Gents,
Carthage/Jim Tapp has yet to get his orders in per my house rules this invokes his one eight hour grace period. I will adjudicate promptly at 1 AM ET.
Other players may take advantage of this window to change their orders BUT will, in the process, be "spending" their single eight hour grace as well.
Jim, get those orders in!
