So too could minor variations in one part of the board affect play across the board. The Captain of Watch asesses the board for all possible impacts - both immediate and long-term.

Gentlemen, I'm still waiting for a few sets of orders. I'll wait to adjudicate Spring 04, because of the people we have on holiday, but if those persons could submit their orders sooner rather than later, I'd very much appreciate it.
