Captain of the Watch

Farsightedness: The Butterfly Effect states that a butterfly that flaps its wings in Malaysia could cause a typhoon in British Columbia. So too could minor variations in one part of the board affect play across the board. The Captain of Watch asesses the board for all possible impacts - both immediate and long-term.

I'm on my phone so I might be missing something, but shouldn't Austria have dislodged piedmont and thus the unit is disbanded, leaving France even instead of -1?
