The docks of Oslo bristled with activity, multitudes of travellers mixing with the normal sea-going types - all seeking passage. Amid the frenzy, Watson pushed his way through to Holmes. "What do we do now, Holmes?" he asked. "The Pips has been side-lined like all the rest. Captain Openshaw won't risk the Polish blockade - instead he's returning to America."

It's a fleet-building Winter as all five builds are boats. Poland builds a pair and both Sweden and FInland raise a fleet of their own. (Rumours of Finland experimenting with special anti-Russian missile technology abound, but no special weapons are forth-coming).. =P
