Munich has five neighbors (plus Switzerland) – each is occupied by a different power.

Austria:
Split Mars / Tyl and join Switz / GoL

England:
Split Finland/Norway - Join Sweden/St Petersburg

France:
Boh and Mun separate, Ber and Tyl connect

Germany:
Split HOL and NTH; Connect Hel and English Channel

Italy:
Aeg/Eas Disconnect Ion/Smy Connect

Russia:
split den and nth, connect ska and hel

Turkey:
Seperate Ven and Tus; Connect Rom and Pie
