So too could minor variations in one part of the board affect play across the board. The Captain of Watch asesses the board for all possible impacts - both immediate and long-term.

I'm actually a little late, the official deadline is in about 12 hours, but I only have orders from 3 people, which means Germany and Turkey, get those in. If you get them in today, I can adjucate tonight. If not, it may have to wait until Fri. Morning.
