Diplomats,
The English abandon their hold over Egypt, but rebuild a Fleet in Edinburgh. The Russian Empire loses its Fleet in the Black Sea, but do retain their Fleet in Denmark, contrary to what some of the cartographers say. New Armies pop up in central Europe, ready for some action.

The Russian Emergency Measures are in force, and Russia has an additional unit on the board.
