Amazingly, if Austria played this round, he actually could have GAINED as SC.  However, it seems AH Empire is facing decline instead.  France fails to regain Bel, Germany fails to take over Nth, and no one get Alb.  Russia moves on Austria but...



Italy does march into Tri and Turkey into Sev.  Once again NO retreats because Sev Fleet had no where to go and Austria NMR.
