DC349 1st Strike is in need of a replacement for Germany.

Germany stands at 4 centers in Impassable Civil Disorder, a House Rule assimulated from the 2-player WW1 scenario aimed to dually minimize civil disorder imbalance and prevent delays from causing disruption.

France is already dually narrowed to 1 center and in passable Civil Disorder. In my opinion, Germany is one of the powers that possesses the game's progression's balance of power.
