Farsightedness: The Butterfly Effect states that a butterfly that flaps its wings in Malaysia could cause a typhoon in British Columbia. So too could minor variations in one part of the board affect play across the board. The Captain of Watch asesses the board for all possible impacts - both immediate and long-term.

Ok, I see how to do it. I guess I just need to manually adjudicate the use of the railroad. The horror!!

It's easy.

When you use RP, enable "Edit Map" (you find that, as said, under "Map" Wink

.

You can remove units, place ones, alter control and such.

That way you adjust for that railroad rule.
