===========================================================Oceania DC508HP\Fall/2006        Once again I did not pay close enough attention to the long names and messed up Indonesia orders by incorrectly entering the long names.  This will actually be of some help to me when I go to create the Adjudicator in Free Basic.  It will be an open source project.        Good news is it only affected unit positions and nothing else. So Teleport was too strong a word, legal move order screw up by GM would be better.        Bad news is email error resulted
in Indonesia and France knowing one another true names.  I ask that they continue to use press and not email one another.

Let's try it.        6) USA, USA, USA to F: You are right: F SAS - TUS will not help the Ozzies, if I order A pho S M A kir - fij or A pho S M A kir - stu - they can only block one of these attacks. They might order F SAS - pho instead, but even then M can get fij or stu, because A kir can support F TUS or vice versa. So the American government supports the French proposal.        5) France to USA and Marshalls: The plan of the USA don`t works because of SAS-TUS. If we play KES-TON,
PHS-COS,KIS-SAS,kir-stu or TUS-stu we have the maximal output. tog, ava and pho are safe and Marshalls has a 50% chance to win either stu or fij. Or to be an annoyance to the countries who try to prevent it. USA USA USA in this case. That this favours other countries, well, that's just Oceanic life isn't it? ===========================================================        GM - Armies can move or support from one light blue island to the next so long as they are adjacent to a common sea!  They can not support sea units to hold only to move to a light blue Island that they could hop to. In Oceania Armies on single Islands have no retreat!  Yes they can Island Hop but when dislodged they can not Hop for a retreat.  A very important rule to keep the  fleets as an important part of the game
balance.        GM - A 2 way draw between Indonesia and Australia is voted on with 3 YES and 2 NO! Australia/France successfully defends Tog and dislodges F TON, but is dislodged from control of WNZ by Zealand. As stu is double Island stu retreats to ntu which results in a unit removal for Australia! Indonesia creeps Eastward while trying to teleport WIS to WMS. Japan holds on without any hope of Build. USoA support to stu not needed by Marshall, USA must remove a unit thanks to Japan in hon. Zealand begins to force back the French with Australia looking on.        When an Auto retreat goes to same place as an actual retreat the actual retreat goes and the auto retreat is an OTB.  It is this way mostly because of the difficulty of programming it to be otherwise.===========================================================RULES AND DEADLINE-----------------------------------------------------------    Deadlines    Will be every Thursday (spring/summer) and Sunday (fall/winter) at 1800MT Calgary time.    Winter Builds/Removals will be stretched to no later than Tuesday if necessary.    Next deadline is for Winter Builds and Removals on Tuesday NOV 4/2014 at 1800MT.    -----------------------------------------------------------    Adjudication    Players Use Anticipated retreats
and builds!  They may be placed in brackets after orders;-        ssi-coi    Fall/Winter Builds will be made as encountered in list;        [BUILD: F coi,F cai, A bri]    -----------------------------------------------------------    Adjudication Notes    GM: Because of the way I handle orders you can send in general orders for retreats, Builds and move orders. They need to be based on an existing or not existing unit.  eg. If army hon then move A wak to mni; if no A hon then move Wak to hon.  Always retreat ber to pru. Standing Builds F Con, F Smy, A Ank.  When no order exists on
that turn the standing order will be used!    If you send in no anticipated retreat then the computer makes one for you. It checks for your Home build SC, Then your regular SC, Then other Home SC, then other regular SC, then best area by most adjacent numbers, then by first it comes to in move check list.    -----------------------------------------------------------    PRESS RULES    Press sent in with orders gets published with Results, not separately!  Send in press you want sent out within 12 hrs as separate email from orders.  I will try to do better than every 12 hrs but it is not guaranteed. Note Press will be numbered as received with newest on top. Game Master and GM bylines are reserved otherwise black press rules
