Builds in early, so onward we push! Russia raises a couple armies, the
Kaiser builds his navy, and Italy does a little bit of both.

Since we've got fewer players I'm inclined to start setting quicker
deadlines, so I'm going to tentatively set the deadline for Spring 1908
as this Friday, Feb. 13, at 9 pm eastern. If anyone wants me to push it
back to Monday just let me know and I will do so.
