The fall ushers German units further west in France and England, while
Italy changes his SC count for the first time since 1901. Russia storms
the Black Sea but can't hold on to Budapest as Austria continues to
fight off the hordes.

Our only two retreats (France's A Gas and Russia's A Bud) each only had
one option (Spa and Gal, respectively), so those have been ordered in
