So too could minor variations in one part of the board affect play across the board. The Captain of Watch asesses the board for all possible impacts - both immediate and long-term.

Not that there is ever a good time to miss a turn, but the fist build
period is often one of the most important for continued survival.
Still, we now have our fist NMR of this game. Since this is late coming
out, I will delay Spring 02 by a day. Spring 02 orders are due
Wednesday, July 25 (at) 0200. (Tuesday night, 9PM eastern for those in the
U.S.)
